DeKalb Ethics Board to Hear Complaints Against Boyer

Two individuals, Joseph Newton and Thomas Owens, filed the complaints against Boyer and her chief of staff, Bob Lundsten.
Signing on to the complaints were representatives of a small citizens group called Restore DeKalb. One of its members, Joel Edwards, told WABE, “We want transparency, we want integrity, and we want accountability. Bottom line.”
Boyer used her county debit card for personal purchases, though she has paid back most if not all the money. The group also questions Boyer’s and Lundsten’s expenses for meals they say were part of county business.
DeKalb Board of Ethics member Isaac Blythers says the board will take up the complaints at its May 8 meeting, but the group will not schedule a hearing on the complaints until June at the earliest.
DeKalb County Commissioner Larry Johnson has scheduled a session next week with fellow commissioners to discuss the possibility of creating board policy for using the cards.
Boyer and other commissioners are obliged to sign a cardholder users’ agreement, which states that improper use is justification for termination of employment. But Boyer is an elected official, so there is no mechanism for firing her for using the card improperly.
