New report: How property tax incentives are impacting Atlanta’s communities of color
Smart Growth America, a nonprofit organization that advocates for federal policies and programs that support neighborhood development, recently produced the report “Divided by Design.” It looks at historical data of how one built and one unbuilt highway in Atlanta and Washington D.C. have disproportionately impacted Black residents.

The Partnership for Southern Equity (PSE) recently released a new report titled “Broken From The Start: An Analysis of Atlanta’s Tax Allocation Districts and Their Impacts on Communities of Color.”
The report aims to explore how the use of property tax incentives in metro Atlanta has contributed to displacement and other racial economic disparities.
On Thursday’s edition of “Closer Look,” show host Rose Scott talked about the report with PSE’s founder and CEO Nathaniel Smith, lead researcher William Smith and Sterling Johnson, who serves as the director of PSE’s Just Opportunity portfolio.
