On Tuesday, Oct. 1, 2013, consumers will be able to shop online for health insurance coverage under the Affordable Care Act, often called Obamacare.
Among those racing to be ready for the start of the sign-up period are the federally-funded “navigators,” who will help consumers who have questions and concerns. But will the navigators be ready?
